I don't understand?? Why do you have to wait Feb 07? You should be able hand in your old plates and get a refund on the difference. At least that's what I did.

No, it was behind some building. Didn't pay attention to what it was, but it was alone with nothing else around like it. Not a playground in sight.

As a kid, I would have been all over that for my own personal playground

As a parent (sort of), I'd be afraid to let my kid touch it lest they cut themselves and get tetanus...but I know I wouldn't be able to keep her away

Ha, we used to use rusty nails as tooth picks when I as a kid.
If you didn't get tetanus and an occasional case of lockjaw, you were a wuss.
