rubber plugs in my carb?

I just purchased a 1982 GS1100E as a project bike for my son and I to play with at the local track. It was sitting in the sellers garage for 7 years. I took the carbs out to clean and saw that a small factory rubber plug was blocking a small jet next to the main jet. This jet isn't going to do much good like this. Can someone tell me what this plug is about (I suspect EPA had something to do with it), and should I remove to make the bike run better. Thanks.

If you look at a diagram of the carbs there is a diagonal passage between the main jet and the pilot jet. So fuel feeds up the main and branches off over to the pilot circuit. Bottom line is that even with the rubber plug in place the pilot circuit gets plenty of fuel. I’m not sure what the purpose of the plugs is but I left them in place on my carbs.

Because if you don't put the rubber plugs back even on only 1 carb (cause it was late at night and you probably shouldn't be putting carbs together after you've been drinking) the bike will bog like you wouldn't believe at around 5000/6000 rpm til you pull the carbs back off and try and find the plugs you lost to put them back in.
The float bowls hold the plugs in place so they don't fall out once assembled.

I remembered that the plugs were held in by the float bowls but I didn't recall that they blocked off the fuel flow or that they seemed to do anything else. I know I was puzzled by them when I rebuilt my carbs....but I don't have a very good knowledge on how carbs really work, anyway.8-[

Looks like many people have been here before. Thanks. I read all of the previous discussions and think the best response is what happenned when the plugs were left out. Seems mixed. I think based on the condition of the bike/carbs I will purchase rebuild kits as a starter. This is a major project bike at this time and I am hoping to get it running to basically see what lies ahead.
