Tire beads make a gawdawful mess, when you break the bead and you don't know they're in there. I changed tires for a buddy after he bought a used bike, and I'm still finding undisclosed beads here and there 15 years later.
Whether they work or not is beside the point. Static balancing takes five minutes or less and doesn't make a mess.
Besides, motorcycle race mechanics at all levels up to and including MotoGP use static balancing, exactly as I do in my garage (except sometimes with more expensive tools) and that is good enough for me.
